Planning Inquiry into the Draft Amendments to the Island Development Plan

Invitation to submit Further Representations

Arrangements for the Planning Inquiry

In accordance with provisions under the Land Planning and Development (Guernsey)

Law, 2005 a Planning Inquiry is underway to identify whether or not the proposals set

out in the Draft Amendments to the Island Development Plan satisfy the requirements

under sections 8 to 11 of the Land Planning and Development (Guernsey) Law, 2005 and sections 1 to 5 and 8 of the Land Planning and Development (Plans) Ordinance, 2007. The Committee for the Environment & Infrastructure appointed Mr. Keith Holland, BA (Hons) DipTP MRTPI ARCIS, as the independent Planning Inspector to carry out the

public Planning Inquiry.

Initial Representations

The first period for making Initial Representations closed on Monday 29th July 2024.

Following public feedback on the proposals as part of an “Initial Representations”

consultation period, the D&PA requested a delay to the Inquiry to enable it to make

changes to some of its proposals. New and Revised Draft Plan Amendments were prepared following further consultation and research, and published on Tuesday, 4th February 2025. A further period of making Initial Representations on these amendments closed on Monday 31st March 2025.

All the Initial Representations and the Development & Planning Authority’s responses

to these can be viewed online at https://gov.gg/IDP-review and printed copies can be

inspected at Edward T. Wheadon House, Le Truchot during normal office hours (8:45am

to 4pm Monday to Friday).

Further Representations

The Planning Inspector invites any person, organisation, society, agents, etc that may wish to respond to representations made during the two Initial Representations stages of the Inquiry, to make a Further Representation. Further Representations may be made between 12am on Tuesday 2nd September 2025 and 5.00pm on Monday 13th October 2025. Further Representations must be made in response to an Initial Representation or to the topic area covered by that representation and can be submitted online using the inquiry consultation platform accessed via https://gov.gg/IDP-review or in writing using an approved form (available from the Planning Inquiry Desk at Edward T. Wheadon House, Le Truchot and from the various Parochial Douzaine Rooms and Constables’ Offices). When making your Representations, you must indicate whether you wish to make written representations only or whether you wish to give evidence in person at an inquiry hearing which is likely to be held in January 2026. Written evidence and evidence presented in person are treated with equal weight.

Written representations on the approved form must be sent to: Planning Inquiry Office,

Sir Charles Frossard House, La Charroterie, St. Peter Port, Guernsey GY1 1FH.

Where a Further Representation is more than 1,500 words in length, it must be accompanied by a short summary setting out the key points of the Representation.

Viewing Initial Representations

Initial Representations, including the Development & Planning Authority’s responses to these can be viewed on-line at any time via https://gov.gg/IDP-review or by calling in person at Edward T. Wheadon House between 8.45am and 4.00pm Monday to Friday. Paper copies of these are available on request and an administrative fee may be charged to cover printing.
